Excellency:

Following instructions of the President of the Inter-American Court of Human Rights, judge H�ctor Fix-Zamudio, I have the honour of addressing you in order to inform you that in response to your recent request, this Secretariat sent its Annual Report for 1996 to you last week. However, the Inter-American Court cannot at this moment report on any assigned responsibilities concerning the Summit of the Americas, since it is not aware of nor has it been notified of any specific responsibilities assigned by the General Assembly of the OAS.

As this Secretariat has stared in the past, it would be an honour for this Tribunal to participate in the role the OAS will, have in the implementation of die Summit plan; however, the Court needs to know whether any plans or initiatives have been specifically assigned to it in order to immediately put them into effect, should they not already be part of its ongoing responsibilities. Otherwise, the Inter-American Court shall be most pleased to continue to send Your Excellency its Annual Report on a regular basis, as part of its participation in the Summit plan.
