Excellency:

I have the honor to address Your Excellency and to acknowledge receipt of your letter dated August 7, 1998 and received on the 19th of this month by the Court Secretariat. In that letter, in your capacity as Chair of the Special Committee on Inter-American Summits Management and pursuant to AG/RES. 1534 (XXVI-O/98), you ask me to send you, by September 15 at the latest, the Court’s work plan with regard to fulfillment of the mandates of the Plan of Action of the Second Summit of the Americas.

Allow me to inform Your Excellency that after careful scrutiny of the above-mentioned Plan of Action it emerges that there is no specific mandate in respect of the Inter-American Court of Human Rights. Should we be mistaken in this regard, I would be grateful if you could specify the mandate in question.
