EXPLANATORY NOTE

The second report of the Chair of the Working Group on Terrorism to the Special Committee on Inter-American Summits Management is attached pursuant to a request from the Chair of that committee.


REPORT OF THE CHAIR OF THE WORKING GROUP ON TERRORISM TO THE SPECIAL COMMITTEE ON INTER-AMERICAN SUMMITS MANAGEMENT

(Second report)

As Chair of the Working Group on Terrorism, I wish to advise the Chair of Special Committee on Inter-American Summits Management this report on the preparatory work for the Inter-American Specialized Conference on Terrorism.

The idea for the Conference originated in the Plan of Action of the Summit of the Americas. Under the section entitled "Eliminating the Threat of National and International Terrorism," the heads of state and of government stated that, the governments of the American states should convene a special OAS conference on the prevention of terrorism.

Accordingly, the General Assembly, at its regular session held in Montrouis, Haiti, decided in resolution AG/RES. 1350 (XXV-O/95):

1. To convene an Inter-American Specialized Conference on Terrorism, to be held in the first half of 1996;

2. To instruct the Permanent Council to draw up the agenda and the rules of procedure for the Conference, determine its date and place, and make any other preparations that might be necessary.

At its meeting of July 13, 1995, the Permanent Council considered and accepted the offer of the Peruvian Government to host the Inter-American Specialized Conference on Terrorism (CP/doc.2617/95).

On December 6, 1995, the Council considered the note of the Permanent Mission of Peru proposing the dates for the Inter-American Specialized Conference on Terrorism (CP/doc.2660/95), and decided that it would be held from April 23 to 26, 1996.

The Council also considered the report of the Committee on Juridical and Political Affairs on holding a preparatory meeting for the Inter-American Specialized Conference on Terrorism (CP/doc.2663/95), and decided in its resolution CP/RES. 662 (1054/95):

1. To set February 27-29, 1996, as the dates for holding the Preparatory Meeting for the Inter-American Specialized Conference on Terrorism, which will take place at the headquarters of the Organization of American States, in Washington, D.C;

2. To instruct the Preparatory Meeting to draw up the draft agenda and draft rules of procedure, and any other pertinent documents for the Inter-American Specialized Conference on Terrorism.

At its meeting of December 5, 1995, the Working Group approved the preliminary draft agenda.

On February 23, 1996, the Working Group considered and approved the draft schedule of the Inter-American Specialized Conference on Terrorism (CP/CAJP-1074/96) and the Draft Rules of Procedure of the Conference.

As decided by the Permanent Council in the aforementioned resolution CP/RES. 662 (1054/95), the Preparatory Meeting for the Inter-American Specialized Conference on Terrorism was held from February 27 to 29, 1996.

The Preparatory Meeting was attended by experts designated by the member state governments. The following matters were addressed:

1. Preliminary draft agenda of the Conference

2. Preliminary draft Declaration of Lima

3. Preliminary draft Plan of Action

The draft agenda of the Inter-American Specialized Conference on Terrorism was approved without change at the first plenary session of the Preparatory Meeting.

In addition, at its sixth plenary session, held on February 29, 1996, the Preparatory Meeting approved the Draft Declaration of Lima to Prevent, Combat, and Eliminate Terrorism, as well as 10 paragraphs of the Preliminary Draft Plan of Action on Hemispheric Cooperation to Prevent, Combat, and Eliminate Terrorism.

I also wish to inform the Council that, pursuant to the decision of the Preparatory Meeting, the Working Group on Terrorism is considering the paragraphs pending approval of the Preliminary Draft Plan of Action on Hemispheric Cooperation to Prevent, Combat, and Eliminate Terrorism.

In conclusion, at its special meeting held on February 13, 1996, the Permanent Council adopted the resolutions on the agenda and rules of procedure of the Inter-American Specialized Conference on Terrorism, in accordance with Article 128 of the Charter of the Organization, and took note of the report presented by the Chair of the Group on the conclusions of the Preparatory Meeting.
