Throughout 2009, the SAS continued to work with the OAS Member States, partner international institutions, social actors and other Summit stakeholders to ensure that the Summit process maintains the momentum established during the Fifth Summit of the Americas. We have also begun a very constructive alliance with the Colombian Government, as current Chair of the Summits process, to continue engaging all these partners in a collaborative relationship aimed at following up on Fifth Summit commitments, and preparing for a successful Sixth Summit in Cartagena, in 2012. In this edition of the newsletter, we highlight the activities that have taken place since the end of October 2009.

First CISC meeting of 2010 held on January 22

The CISC held its first meeting of 2010 on January 22nd, at the OAS Headquarters in Washington, DC. In addition to the launch of SISCA, the committee received a presentation on the Draft Strategy for Strengthening Civil Society Participation in the activities of the OAS.

Final 2009 Meeting of the CISC closes an important year of Summits activities |

The final meeting of the CISC for 2009 was held on November 16th at the OAS headquarters.
The CISC is attended by representatives from each Member State. Established by the Permanent Council in July 2001, the CISC meets every one or two months, according to its work plan. The main goal of this committee is to coordinate the work of the Summits of the Americas Process and to foster the participation of Civil Society in OAS activities.

On October 29th 2009, the Organization of American States (OAS) and the Government of Colombia kick started the preparatory process towards the Sixth Summit of the Americas, in meetings with the Secretary General, the Joint Summit Working Group (JSWG) and the Steering Committee of the Summits Process at OAS Headquarters in Washington, DC.

The Summit of the Americas is an important venue for our hemisphere's leaders to address shared concerns and an opportunity to search for cooperative solutions. In preparation for the 2012 summit in Colombia, several think tanks are working in consultation with the Colombian Government and the Organization of American States (OAS), to analyze possible approaches for developing the agenda and establishing an appropriate format in the interest of maintaining and enhancing the relevance of the Summit process.

• Second Meeting of Ministers of Public Security of the Americas- MISPA II November 4-5 2009 Santo Domingo, Dominican Republic
During his speech at the opening ceremony of the Second Meeting of Ministers Responsible for Public Security in the Americas (MISPA II) held in Santo Domingo, the Secretary General of the Organization of American States (OAS), José Miguel Insulza, called for closer cooperation among authorities in the hemisphere to fight crime and violence.
“We have only one goal, and that is to have a region where the levels of crime and violence are comparable to those in the world’s most developed countries. And we can only succeed if we walk together,” Secretary General Insulza said.

Delegations from 33 member countries of the Inter-American Institute for Cooperation on Agriculture (IICA) took part in the Fifth Ministerial Meeting within the framework of the Week of Agriculture and Rural Life in the Americas where the Heads of Delegation signed the Hemispheric Ministerial Agreement - Jamaica 2009

• United Nations Development Programme joins the Joint Summit Working Group UN organization becomes thirteenth member of JSWG
In October 2009, the
United Nations Development Programme (UNDP) accepted the invitation of Secretary General Jose Miguel Insulza to become a member of the
Joint Summit Working Group (JSWG). The UNDP joins the OAS and eleven other partner institutions of the JSWG , which was created in 2001 to increase institutional coordination of inter-American and international organizations to support the Summits Process.
UNDP, the global development network of the United Nations which has offices in 166 countries around the world, focuses on helping countries overcome challenges in the fields of democratic governance, poverty reduction, crisis prevention, environment and HIV/AIDS. The Summits of the Americas Secretariat will work to actively engage UNDP in the actions of the JSWG in the follow-up process to the Fifth Summit of the Americas, as well as in preparation for the Sixth Summit of the Americas.
