The 40th General Assembly of the Organization of American States (OAS), with the theme “Peace, Security, and Cooperation in the Americas,” took place in Lima, Peru from June 6 to 8, 2010. It was attended by representatives from all active Member States and from a variety of multilateral institutions and civil society organizations. First Ministerial Meeting of 2010 of the Summit Implementation Review Group (SIRG)

 

SIRGThe Meeting was held on June 8, 2010 in Lima, Peru within the framework of the 40th OAS General Assembly, chaired by Clemencia Forero Ucrós, Vice Minister of Foreign Affairs of the Republic of Colombia and National Coordinator for the Summits of the Americas Process. Among other issues, the Vice Minister renewed Colombia’s support for the Inter-American System, for the Summits of the Americas Process, as it is a vital instrument of dialogue and political reflection, and for the Sixth Summit, to be convened in April, 2012.

Launch of the Summits Virtual Community (SVC)

YOUR VOICE, OUR FUTURE!

 

SVCAs part of the further development of mechanisms that foster participation by different stakeholders in the Summits of the Americas process, the OAS, through the Summits of the Americas Secretariat (SAS) is pleased to announce the launch of the new Summits Virtual Community (SVC). The official launch of the SVC was made by the OAS Secretary General, José Miguel Insulza at the Ministerial SIRG on June 8, 2010, in the framework of the 40th OAS General Assembly in Lima, Peru.

International Institutions Dialogue on Regional Collaboration at General Assembly

Summit Chair requests support of the JSWG

 

JSWGOn June 8, 2010, in the context of the 40th OAS General Assembly in Lima, Peru, OAS Secretary General Jose Miguel Insulza invited the institutional partners of the Joint Summit Working Group (JSWG), along with other Inter-American and international organizations, to a working lunch in order to share views on the region and discuss ways in which these organizations can further collaborate to meet common goals and objectives.

OAS Summits Secretariat conducts SISCA training workshop in Peru

 

SISCAIn the recent months, the Summits of the Americas Secretariat has held a series of training workshops at the national level on the Summits of the Americas Follow-up System (SISCA) in order to provide technical support for the use and implementation of this System. With the immense support from the Peruvian Ministry of Foreign Affairs, the Summits of the Americas Secretariat held its fourth Training Workshop on Thursday, June 10, 2010 in Lima, Peru.

Activities with civil society organizations and other social actors in the General Assembly

 

Social ActorsAs part of our constant engagement with social actors to provide information and opportunities to participate in the Summits Process, the Summits of the Americas Secretariat (SAS) participated in several activities in the framework of the 40th General Assembly, including a Dialogue with youth in the “Talent and Innovation Competition of the Americas” (TIC Americas), the Forum on Participation and Advocacy of Afro-descendants before the Organization of American States, and dialogues between Member States, the OAS Secretary General and civil society.

Seminar on Mechanisms of Indigenous Peoples’ Participation Produces an Indigenous Declaration

The General Secretariat of the OAS, through the Department of International Law, the Summits of the Americas Secretariat, the Inter-American Human Rights Commission, and the Department of International Affairs, organized this Seminar. The primary objectives of the event were to present the ways in which indigenous peoples can participate in OAS activities and to provide an opportunity to foster a dialogue in order to deepen the integration of indigenous peoples in the OAS.

The Seminar generated a greater understanding among representatives of indigenous peoples about participation in the Inter-American system of human rights, OAS activities, the Summits Process and the Indigenous Leaders’ Summits of the Americas (ILSA). The Seminar also provided information about development projects and stimulated a dialogue that allows for a deeper integration of those initiatives. Assistant Secretary General of the OAS, Ambassador Albert Ramdin, in his speech to the indigenous representatives from the OAS Member States, commented that “This is a way to show that we are inclusive, that we are open, that we are transparent and that we like to hear your views on how we can incorporate them in the organization’s decision making”, he affirmed, “this is a partnership”.

The event began with a workshop organized by the Inter-American Commission on Human Rights (IACHR). It continued with a series of presentations given by diverse areas of the General Secretariat of the OAS, and the indigenous representatives then had their own space to dialogue about their role in OAS activities and presented their proposals.

The Seminar came to a close with an open roundtable discussion during which the indigenous representatives offered conclusions and recommendations and presented a Declaration signed by the participants that calls for the creation of a Permanent Forum on Indigenous Peoples within the OAS, in which indigenous peoples are recognized through this mechanism and not as civil society organizations.

To learn more about or participate in the discussion on indigenous peoples’ participation in the OAS, the Organization made available to the general public and to the participants of the Seminar a permanent virtual network for the promotion and discussion of indigenous issues in the Americas through the Summits Virtual Community, an online tool where users can participate in forums and discussion groups.
