Biography of Ambassador Luigi R. Einaudi, OAS Special Representative

Educator and diplomat Luigi R. Einaudi is a Visiting Senior Fellow at the Inter-American Dialogue in Washington, D.C., working on multilateral governance and conflict resolution.

Ambassador Einaudi retired from the Department of State in July 1997 after serving 8 years on the Secretary of State’s Policy Planning Staff (1974-1977 and 1993-1997), 12 years as Director of Policy Planning for the Bureau of Inter-American Affairs (1977-89), and 4 years as U.S. Ambassador to the Organization of American States (1989-1993).

From 1995 to 1998, Einaudi was the U.S. Special Envoy in the peace talks that led to a comprehensive settlement of the centuries old territorial and boundary conflict between Ecuador and Peru. As Ambassador to the OAS, Dr. Einaudi developed initiatives to support democracy and increase trade. In his quarter century with the State Department, Einaudi played a major role in policy articulation and participated in consultations with almost every Latin American nation, Japan, most Western European nations and NATO. Topics included the Panama Canal Treaties, human rights, the Caribbean Basin Initiative, Grenada, the Central American and Haitian crises, and U.S. military actions and arms transfers.

Ambassador Einaudi received awards from Presidents Carter, Reagan and Bush, Secretaries Kissinger and Albright, the 1997 Frasure Award for peace-making and seven other medal citations from the Departments of State and Defense. In February 1999 the presidents of Ecuador and Peru personally decorated Ambassador Einaudi for his role in bringing peace to their countries.

Dr. Einaudi earned AB (1957) and Ph.D. (1966) degrees at Harvard university. From 1964 to 1974, he conducted research in the social sciences at the RAND Corporation in Santa Monica, California. His major clients were the United States Air Force and the National Security Council

Dr. Einaudi has taught at Harvard, Wesleyan, UCLA and Georgetown universities, and lectured widely in the United States, Latin America and Europe. He has written dozens of articles and monographs and is the principal author of Beyond Cuba, Latin America Takes Charge of Its Future (1974). He has been a Fellow at the Woodrow Wilson International Center for Scholars at the Smithsonian Institution and the Barthels World Affairs Lecturer at Cornell University. He is a member of the Council on Foreign Relations and is on the board of educational and non-profit institutions in the United States and Italy.

Dr. Einaudi was born in Cambridge, Massachusetts, on March 1, 1936. His wife, the former Carol Ann Peacock, is a partner in Finnegan, Henderson, Farabow, Garrett and Dunner, specializing in intellectual property. They have 4 children and 4 grandchildren.
