The conversation at the
Fifth Summit, hosted for the first time by a Caribbean nation, was centered on three main pillars - human prosperity, energy security and environmental sustainability, which are reflected in the
Declaration of Commitment of Port of Spain. The Heads of State and Government also held discussions on, among other issues, developing a relevant response to the
global financial crisis.

HIGHLIGHTS:

- Leaders endorsed the creation of the
Inter-American Social Protection Network (IASPN), which enables countries to fight poverty through technical assistance programs and by sharing best practices.
- Following a commitment to deepen regional security cooperation, the
Caribbean Basin Security Initiative (CBSI) was launched by the United States in partnership with Caribbean Member States and the Dominican Republic to combat the drug trade and other transnational crimes that threaten citizen security.
