Following the conclusion of the Fourth Summit of the Americas in November, 2005, the Member States of the OAS, international organizations, and civil society face the important task of implementing the initiatives agreed to in the Declaration and Plan of Action of Mar del Plata. In this sense, the National Summit Coordinators, congregating for the XLIV Meeting of the Summit Implementation Review Group (SIRG) on April 18, 2006 and for the XLV Ministerial Meeting of the SIRG on June 5, focused on analyzing follow-up mechanisms that can reflect the advances achieved regarding the Summits commitments.


During the XLV Ministerial Meeting of the SIRG, the second meeting of this year and the first at the ministerial level after the Fourth Summit of the Americas, Ambassador Jorge Taiana, Minister of Foreign Affairs of the Republic of Argentina, expressed that “the priority of the countries is to work for the effective fulfillment of the mandates given by our Heads of State in Mar del Plata, for that reason, our objective is to join forces, together with all of the institutions that make up the Joint Working Group, to make the process of taking on the agreements of the Fourth Summit faster and more efficient.” In this meeting, held in Santo Domingo, Dominican Republic in the framework of the XXXVI OAS General Assembly, the Ministers of Foreign Affairs of the Americas came together to continue with this work and to formalize the agreement of the countries to hold the Fifth Summit of the Americas in Trinidad and Tobago in the year 2009.


In line with the advances and achievements in implementing and following-up Summit mandates, the Summits of the Americas Secretariat recently released the Fourth volume in the series: “Official Documents of the Summits of the Americas.” This publication will serve as an important reference tool that compiles the most significant elements of the multilateral dynamic of recent years. This volume represents a useful instrument for the diffusion, formation, and advancement of the goals proposed by the leaders of the region in the framework of the Summits Process.


Likewise, the organizations that comprise the Joint Summit Working Group (JSWG), elaborated a report of activities and initiatives carried out in relation to the commitments adopted at the Fourth Summit. This report was presented at the XLV Ministerial Meeting of the SIRG and contains the specific measures carried out corresponding to the mandates of the Declaration and the Plan of Action of Mar del Plata, among them, the fight against racism and discrimination; the promotion and protection of the rights of migrants; strategies to support the creation of micro, small and medium sized businesses; initiatives in the area of promoting the use of information technologies; projects in infrastructure and remittances; and other topics in the area of strengthening democratic governance and the struggle against corruption. The report represents the commitment of the institutions to the future of the Summit Process and to the effective achievement of the mandates.


The declarations, plans of action, and thematic agreements resulting from the Summits, constitute a guide for hemispheric relations and the priorities that governments of the region will target. To this end, the Ministers of Foreign Affairs agreed to hold the Fifth Summit of the Americas in Trinidad and Tobago in 2009. Despite the distant date of the V Summit, a number of tasks for institutions, governments, and civil society remain, including accountability for the achievements attained, support for governments in financing and developing programs integrating these programs into national and institutional agendas, and dissemination of the unanimous intention of the governments to achieve peace and prosperity in the region.

 XLIV Meeting and XLV Ministerial Meeting of the Summit Implementation Review Group (SIRG)

XLIV SIRG Meeting

The XLIV Meeting of the Summit Implementation Review Group (SIRG) was held on April 18, 2006, at OAS headquarters, in order to enable the National Summit Coordinators to analyze the Guidelines for the Follow-up of the Mandates of the Declaration and Plan of Action of Mar del Plata, and to provide and opportunity for the Joint Summit Working Group (JSWG) to present a preliminary report on the implementation of the mandates.

He also called on the Member States to begin steps to institutionalize and regularize the process, as well as reflect on its future and inclusion in the inter-American agenda. He underscored that the abovementioned Summit institutionalization process warrants thorough analysis on the part of the Committee on Inter-American Summits Management and Civil Society Participation in the OAS Activities (CISC), and that it would be timely for the Heads of State and Government to review and discuss the cooperation agenda, and adopt decisions on the inter-American system, every two or three years, in the framework of the OAS General Assembly.

Next, Ambassador Roberto García Moritán, as Chair of the SIRG, took the floor and thanked the member states for consenting to take part in a SIRG early in the year and so soon after the Fourth Summit. He underscored the relevance of the meeting and the importance of respect for democracy, economic growth with social inclusion, and human rights.  He also drew attention to the mandates of the Fourth Summit and thanked the Summits Department for their preparatory efforts.

XLV SIRG Meeting

The Framework of the XXXVI Ordinary Session of the General Assembly of the OAS took place in Santo Domingo from June 4 to 5, where the Ministers of Foreign Affairs convened as part of the follow up activities agreed upon at the IV Summit of the Americas, held in Mar del Plata, Argentina in the end of 2005.

The Ministerial Meeting of the Summit Implementation Review Group (SIRG) offered the National Summits Coordinators and the representatives of International Organizations, an opportunity to share their points of views related to the future of the Summit Process.

The Ministers of Foreign Affairs of the Americas formally accepted the offer of the Government of Trinidad and Tobago to host the V Summit of the Americas in 2009, and they expressed their support for the planning of this Summit, which will accelerate the implementation of the mandates approved in the Declaration and Plan of Action of Mar del Plata.

The Minister of Foreign Affairs of Argentina, Ambassador Jorge Taiana, thanked the Government of Trinidad and Tobago for their initiative in hosting the V Summit, and also expressed his recognition and volunteerism of cooperation with the country.

The Subsequent Meeting of the SIRG will be held in Washington D.C. in September, during the Meeting the Presidence of the Process will be transferred to Trinidad and Tobago.

XXXIX Session of the Inter-American Drug Abuse Control


The XXXIX Session of the Inter-American Drug Abuse Control Commission (CICAD) was held on May 9-11, 2006, at the OAS headquarters. Experts in the area of drug addiction prevention and the fight against drug trafficking, representatives from the OAS Member States that specialize in the fight against drugs, OAS Permanent Observers and specialized international organizations participated in the meeting.

The Session was presided over by the Vice Minister of Foreign Relations and Worship, Ambassador Mauricio Dorfler Ocampo. During this meeting, the national and hemispheric reports, on the implementation of the recommendations of the Third Round of Evaluation 2003-2004 of the Multilateral Evaluation Mechanism (MEM) and the modifications to strengthen and consolidate MEM before the Fourth Round of Evaluation (2005-2006) were approved. The MEM was implemented in 1999 to identify strengths and weaknesses of each of the Member State’s efforts to combat illicit drugs.

Sixth Meeting of Ministers of Justice or of Attorneys General of the Americas (REMJA VI)


The Sixth Meeting of Ministers of Justice or of Ministers or Attorneys General of the Americas (REMJA VI) took place in Santo Domingo, Dominican Republic, on April 24-26, 2006. During the meeting, representatives from the thirty-four member countries of the OAS agreed on the recommendations that were presented at the XXXVI General Assembly, held from June 4 to 6, 2006, in Santo Domingo, Dominican Republic and addressed criminal and legal matters in the Hemisphere.

The Heads of Delegation opened the meeting with the presentation of the Hemispheric Plan of Action against Transnational Organized Crime, recognizing the progress achieved by the Plan and expressing the need to convene a Second Meeting of Authorities responsible for penitentiary policies and prisons prior to the REMJA VII meeting. They noted that said meeting should focus on penitentiary system reform, including an increase in the number of judges to enforce penalties, improvement in information exchange, and cooperation among the authorities responsible for penitentiary and prison policies of the OAS Member States.

XL Session of the Subcommittee of Planning and Programming of the PAHO Executive Committee

The Sixth Regular Session meeting of the Inter-American Committee against Terrorism (CICTE), which took place March 22-24 in Bogotá, Colombia, convened Delegates of the Member States of the Organization of American States (OAS) to discuss counterterrorism and related topics. The purpose of the conference was to seek out measures to enhance the Hemisphere’s counterterrorism capacity, increase information-sharing mechanisms and enhance technical expertise. During the meeting, the CICTE Member States approved the Declaration of San Carlos on Hemispheric Cooperation for Comprehensive Action to Fight Terrorism in order to strengthen the region’s commitment to develop cooperative tactics to fight against terrorism throughout the region.

The Declaration of San Carlos encompasses many of the commitments made by the Heads of State and Government at the Fourth Summit of the Americas in Mar del Plata, Argentina. At the Summit, leaders of the Hemisphere pledged to take all necessary steps to prevent and combat terrorism and its financing in compliance with international laws. They also pledged to strengthen the timely exchange of information and mutual legal assistance to prevent, combat and eliminate terrorism and to prevent the movement of terrorist and ensure their prosecution and extradition. Leaders declared that anyone who participates in the financing, planning, preparing or committing of terrorist acts will find no safe haven in the Member States.

Meeting of National Authorities on Trafficking in Persons

On March 14-17, 2006, representatives of the 34 Member States of the Organization of American States (OAS) gathered for the Meeting of National Authorities on Trafficking in Persons on Isla de Margarita, Bolivarian Republic of Venezuela, to examine areas of cooperation and develop policies and strategies for the prevention of human trafficking in the Hemisphere. During the four-day meeting, OAS Member States studied issues related to exploitation, smuggling of human beings and other trafficking-related human rights violations, which concluded a comprehensive strategy to eliminate this international crime.

Representatives of civil society groups from more than ten countries of the region offered proposals on how to confront the problem of human trafficking. Civil society representatives prepared a document with recommendations for addressing the problem, which they presented during a dialogue with the National Authorities, for their consideration.

The conclusions and recommendations agreed on by the experts, “Conclusions and Recommendations of the Meeting of National Authorities on Trafficking in Persons”, included measures on the implementation of the juridical instruments on the issue, prevention of the crime of trafficking in persons, prosecution of the perpetrators of the crime of trafficking in persons, exchange of information and experiences, political dialogue and cooperation among the countries of origin, transit and destination of human trafficking, as well as the creation or improvement of statistical records on the matter, and the protection and assistance for victims of trafficking in persons. The Conclusions and Recommendations of the Meeting of National Authorities on Trafficking in Persons were considered by the Ministers of Justice of the Americas at the Sixth Meeting of the Ministers of Justice or Attorneys General of the Americas (REMJA VI) held in Santo Domingo, Dominican Republic on April 24-26, 2006.

VII Meeting of the Negotiations of the Working Group to Prepare the Draft American Declaration the States Parties on the Rights of Indigenous Peoples

On March 21-25, 2006, representatives of the 34 Member States of the Organization of American States (OAS) gathered for the VII Meeting of Negotiations of the Working Group to Prepare the Draft American Declaration on the Rights of Indigenous Peoples held in Brasilia, Brazil. The Seventh Meeting of Negotiations in the Quest for Points of Consensus was held pursuant to resolution AG/RES. 2073 (XXXV-O/05), adopted by the OAS General Assembly at its regular session in Fort Lauderdale, Florida, United States, from June 5 to 7, 2005. That resolution renewed the mandate of the Working Group so that it might continue the final phase of negotiations on the Draft American Declaration on the Rights of Indigenous Peoples and instructed the Permanent Council to take appropriate measures to ensure continued transparency and effective participation by representatives of indigenous peoples during the negotiations in the quest for points of consensus.

The participants of thr VII Meeting of Negotiations included OAS Member States, permanent observers, representatives of multilateral organizations, and approximately 55 representatives of indigenous peoples in the Hemisphere. The discussions of the Seventh Meeting examined Section Six (General Provisions), including Articles XXXI through XXXIX as well as Section One (Indigenous Peoples. Scope of Application), which includes Articles I through IV.

The Seventh Meeting of Negotiations in the Quest for Points of Consensus successfully finished reviewing the consolidated text of a draft declaration prepared by the Chair and began a second reading, paragraph by paragraph. Consensus was reached on the second paragraph of Article XXXI, the three paragraphs of Article XXXII (formerly XXXI bis) and Article XXXVIII (previously XXXIV).

Civil Society Dialogue with Ministers of Foreign Affairs in the Framework of Inter-American of XXXVI General Assembly of the OAS

Nearly 150 civil society representatives from over 15 countries of the Western Hemisphere met on June 4, 2006 with the Heads of Delegation, and the OAS Secretary General to discuss the theme of the XXXVI OAS General Assembly was held in Santo Domingo, Dominican Republic on June 5-6, 2006, "Good Governance and Development in the Knowledge-Based Society".

The Dialogue with the Heads of Delegation, the OAS Secretary General and Representatives of Civil Society, held in the framework General Assembly of the Organization of American States at the Ministry of Foreign Affairs of the Dominican Republic, was divided into two sessions, and was held one day prior to deliberations of the General Assembly and the adoption of policies and agreements on specific initiatives related to OAS resolutions.

Did You know that ….

 

The gross domestic product (GDP) of countries in Latin-America and the Caribbean will grow by 4,6% in 2006 , up slightly from 2005. This could lead to an increase of more than 3% in per capita GDP, stemming for continuing strong domestic demand as well as from an external sector that will continue to be driven by lively world trade spearheaded by the Asian economies (A)

The poverty in the  region decreased from 4.8% in 1990 to 40.6% in 2005. The portion of the population that lives in extreme poverty decreased from 22.5% in 1990 to 16.8% in 2005. (The Poverty is measured in an average or number of people who lives with less than $1 per day) (B)

The countries of Latin America and the Caribbean experienced a growth rate in 2005, an 8% increase in the volume of export and 4.8% increase in trade (C)

Latin America and the Caribbean has the highest Gross National Product (GNP) per capita compared to other developing regions. (D)
