The first workshop for the Summits of the Americas Follow-Up System (SISCA) took place on Monday, February 22, 2010, at the Colombian Ministry of Foreign Affairs. The event was attended by “focal points” representatives from 23 government institutions identified by the government of Colombia as the most suitable to provide an effective follow-up to the mandates from the Summits of the Americas.

The workshop was a reflection of the institutional strengthening of the Summits of the Americas that the OAS Member States, and particularly the Republic of Colombia, are promoting in their work towards the Sixth Summit of the Americas, to be held in Cartagena de Indias in 2012. The adoption of SISCA plays a central role as much in the follow-up of the commitments negotiated in past Summits as the success of the forthcoming Summit and in the institutional strengthening of the Summits process.

The workshop provided the facilitation and exchange of this tool to identify the strategies that the government of Colombia now promotes, in view of compliance with the mandates of the Summits of the Americas. In turn, the meeting streamlined the identification of indicators to measure the progress of implemented policies and to quantify their impact and show tangible results, which are specific to the ideas expressed at the Summits and also appropriate to create a plan of action to define timelines.

The successful execution of the SISCA workshop has been an effort by the Summits of the Americas Secretariat of the OAS towards the implementation of the commitments negotiated at the Summits and to invigorate the inter-American agenda. With the completion of the first SISCA workshop, we began a profound cycle of activities that will head us towards a very successful Sixth Summit of the Americas.
