DECLARATIONS
We will continue working to incorporate issues of aging into public policy agendas. To this end, we request that the Economic Commission for Latin America and the Caribbean (ECLAC) further strengthen its programmes in this area, through the creation of enhanced information and data systems on the social and economic impacts of aging, as well as technical assistance, as appropriate, for the development of policies and programmes in support of the elderly (Declaration of Port of Spain).
In this context, we will promote, in the regional framework and with support from PAHO and ECLAC, a review of the feasibility of preparing an inter-American convention on the rights of older persons (Declaration of Port of Spain).
We applaud the commemoration of the bicentennial of the independence of Latin American countries and the work being undertaken jointly by those countries for their celebration, recognising that their independence has played a key part in shaping the contemporary world and that it will remain relevant in shaping the world of the future (Declaration of Port of Spain).
We, the Heads of State and Government of the Americas, hereby approve the contents of this ‘Declaration of Commitment of Port of Spain’ on this the 19th day of April, 2009 (Declaration of Port of Spain).
Globalization offers great opportunities for progress to our countries and opens up new areas of cooperation for the hemispheric community. However, it can also heighten the differences among countries and within our societies. With steadfast determination to reap its benefits and to face its challenges, we will give special attention to the most vulnerable countries and social groups in the Hemisphere (Declaration of Santiago).

PLANS OF ACTION
To consider at the next OAS period of regular sessions of the General Assembly to be held in the Dominican Republic, a Declaration on the Decade of the Americas for Persons with Disabilities (2006-2016), together with a program of action.(Plan of Action Mar del Plata).
Encourage cooperation and exchange of experiences and parliamentary best practices between national legislators of the Hemisphere, while respecting the separation and balance of powers, through bilateral, subregional and hemispheric vehicles such as the Inter-Parliamentary Forum of the Americas (FIPA); (Plan of Action Québec).
With the intention of achieving a greater impact in our national and collective efforts, we charge national agencies and organizations responsible for international cooperation with supporting the preparation and implementation of programs and projects which flow from the Plan of Action. Moreover, we request the participation of the multilateral cooperation institutions with the same objective. (Plan of Action Santiago).
III.2.7 Based on the evaluation conducted within the framework of the special session of the United Nations General Assembly on progress in fulfilling the financing commitments undertaken at the United Nations Conference on Environment and Development, and according to the information provided by the member countries of the OAS on the financial resources provided in accordance with paragraph 7 of the Declaration of Santa Cruz de la Sierra and other paragraphs of the Declaration referring to domestic and international financing measures for the purpose of implementing the Plan of Action, entrust the OAS with identifying response mechanisms, as well as ways and means of strengthening public and private financing for sustainable development in the Hemisphere. In performing this task, the OAS should have the assistance of UNDP, the World Bank, the IDB, and the Economic Commission for Latin America and the Caribbean (ECLAC), among other hemispheric cooperation organizations and international financial institutions as well as relevant regional and subregional organizations. Proposals to this effect should be channeled for consideration through the follow-up mechanism described in section III.1. (Plan of Action Santa Cruz de la Sierra).
III.2.9 Support the policies aimed at the creation and strengthening of national environmental funds, as a mechanism to foster and channel national and international support for the initiatives to finance sustainable development. (Plan of Action Santa Cruz de la Sierra).
III.2.10 Develop financial instruments which support sustainable use and conservation of biodiversity, including venture capital funds and scholarship funds for training persons, in particular those representing small businesses and/or nongovernmental organizations, in best sustainable development practices, in order to promote public-private partnerships.. 2.6 Review national legislation affecting people with disabilities, as well as benefits and services for them, and make any changes needed to facilitate the enjoyment by these individuals of the same rights and freedoms as other members of society. (Plan of Action Miami).
