Follow-up and Implementation: Mandates
ORGANIZATION OF AMERICAN STATESMANDATES
The responsible authorities develop and implement the Action Plan with the support of the Pan American Health Organization, the Inter-American Development Bank, the Organization of American States, and other members of the Joint Summit Working Group, as appropriate and consistent with other regional initiatives underway. (Action Plan on Health and Resilience in the Americas, IX Summit of the Americas, Los Angeles, 2022).
Continue meeting the commitments undertaken at the Eighth Summit of the Americas, in particular the Lima Commitment on Democratic Governance Against Corruption, while reaffirming our commitment to treaties such as the UN Convention against Corruption, the UN Convention against Transnational Organized Crime, and the InterAmerican Convention Against Corruption, and taking the following actions:
c. Promote the use of open data to increase transparency, integrity, accountability, and citizen participation to prevent and fight corruption, particularly through the implementation of the Inter-American Open Data Program developed and approved in the framework of the Organization of American States; (Inter-American Action Plan on Democratic Governance, IX Summit of the Americas, Los Angeles, 2022).
Continue implementing recommendations received through the Follow-Up Mechanism for the Implementation of the Inter-American Convention against Corruption (MESICIC); reporting annually to MESICIC on progress made addressing these recommendations; and fostering the participation of civil society, the private sector, and social actors in the prevention of and fight against corruption, including initiatives that encourage public consultations, education and awareness, promote citizen participation in decision-making processes, and enable civil society to engage in monitoring and oversight, as appropriate and according to domestic legislation. Recognize the role of the Summits of the Americas Secretariat in support of the Chair of the Summits of the Americas process in following up on and facilitating the implementation of the mandates and initiatives stemming from the Ninth Summit of the Americas and prior Summits, as well as that of the Technical Secretariat, which provides institutional memory of the process and serves as the coordinating body of the Joint Summit Working Group. Promoting a hemispheric initiative to coordinate the efforts of competent regional and international organizations in the framework on the Inter-American Education Agenda focusing on civic education led by the Organization of American States (OAS), through the Inter-American Committee on Education (CIE), with the support of the Joint Summit Working Group (JSWG) and with respect for regional diversity. (Lima Commitment. Peru, 2018)
Advancing the fight against corruption, in particular in the prevention and combating of bribery of national and foreign public officials by continuing to implement, prior to the IX Summit of the Americas, the applicable recommendations from the specific rounds of the Implementation Review Mechanism of the United Nations Convention against Corruption, as well as the recommendations from the successive rounds of the Mechanism for Follow-Up on the Implementation of the Inter-American Convention against Corruption (MESICIC). Recognizing the importance of the Summits Secretariat in following up on and implementing the mandates and initiatives stemming from the VIII Summit of the Americas and prior Summits, as well as that of the Technical Secretariat, which is the institutional memory of the process and the coordinating body of the Joint Summit Working Group (JSWG), and recalling that all tasks to be executed by the OAS stemming from this Lima Commitment and prior Summits are to be implemented respecting the necessary budgetary sustainability of the Organization. To request that the Organization of American States (OAS) continue its technical support in the implementation of the Inter-American program adopted by resolution AG/RES. 2141 (XXXV-O/05) of the thirty-fifth period of regular sessions of the General Assembly. . (Plan of Action Mar del Plata, 2005).
To ensure that the OAS and other hemispheric organizations have the financial and institutional capacity to implement Summits commitments.(Plan of Action Mar del Plata, 2005).
We recognize the urgency of strengthening the mechanisms of the Organization of American States for fighting poverty, such as the Inter-American Council for Integral Development, the Inter-American Committee on Social Development, and the Inter-American Program to Combat Poverty and Discrimination. We also recognize the importance of the promotion and observance of economic, social, and cultural rights. We urge the Organization of American States to carefully consider the recommendations approved at the High-Level Meeting on Poverty, Equity, and Social Inclusion, held on Isla de Margarita, Venezuela, to strengthen the hemispheric social agenda (Declaration of Nuevo León, 2004).
We reiterate our firm commitment and adherence to the principles and purposes of the Charters of the United Nations and of the Organization of American States (OAS) (Declaration of Québec, 2001).
The principal responsibility for the coordination and implementation of the attached Plan of Action resides with our governments. Ministerial meetings are producing significant results in support of Summit mandates. We will continue to develop this cooperation (Declaration of Québec, 2001).
The OAS has a central role in the implementation of the decisions of the Summits of the Americas. We instruct our Foreign Ministers, at the next General Assembly, to advance and deepen the process of reform in the OAS, supported by appropriate resources, to improve its functioning and to enable the Organization to better implement our Summit mandates (Declaration of Québec, 2001).
We recognize the central role of the OAS in supporting the Summit of the Americas process and the function that the OAS Special Committee on Inter-American Summits Management (CEGCI) fulfills in coordinating the efforts of the OAS in this regard and in serving as a forum for civil society to contribute to the Summit of the Americas process.(Plan of Action Québec, 2001).
We instruct Foreign Ministers at the next General Assembly of the OAS in San Jose, Costa Rica, to strengthen and reform, where appropriate, the institutional mechanisms and financial capacity of the General Secretariat of the Organization to support the Summit of the Americas process, as technical secretariat, and to provide support to ministerial and sectoral meetings relevant to the OAS. In addition, we instruct the creation of a specific fund to finance the activities to support the SIRG.(Plan of Action Québec, 2001).
We further support consideration by the OAS, other inter-American organizations and national governments, of ways in which civil society can contribute to the monitoring and implementation of Summit mandates, for recommendation to the SIRG as well as further development of mechanisms and information systems to ensure the dissemination of information on the Summit of the Americas process and the commitments assumed by governments. Instruct the OAS to foster, articulate and facilitate, through ministerial meetings and other mechanisms being developed by member States in the framework of the Inter-American Council for Integral Development (CIDI), collaboration and joint effort in the Hemisphere and, to that end, to convene, in consultation with the coordinating countries, technical consultation forums of the countries in the Hemisphere in order to contribute to the implementation of the commitments included in this Chapter of the Plan of Action. Entrust the Meeting of Ministers of Education, to be convened by the OAS within the framework of CIDI's Strategic Plan for Partnership for Development, to be held in Brazil in July 1998, with the development of an implementation plan for this education initiative. (Plan of Action of Santiago, 1998).
The OAS Secretariat will be assigned responsibility for operating as a record-keeping mechanism (the institutional memory of the process) and for providing technical support to the SIRG. (Plan of Action of Santiago, 1998).
In the case of specific mandates that require the convening of sectoral ministerials, these meetings, when appropriate, will take place under the aegis of the OAS Inter-American Council for Integral Development. Moreover, the OAS, IDB, PAHO, and ECLAC, as appropriate, will lend technical support to the meetings, the results of which will be reported to the States through the OAS Secretariat. The SIRG will annually report on the progress achieved in the fulfillment of the Plan of Action to the Foreign Ministers, who will review this information on the occasion of the Regular Session of the OAS General Assembly. (Plan of Action of Santiago, 1998).
Under the guidance of the Foreign Ministers, the SIRG will make preparations for the next Summit, bearing in mind the contributions of the pertinent organs of the OAS and other international organizations involved. (Plan of Action of Santiago, 1998).
