The Fifth Summit of the Americas, held in April 2009 in Trinidad and Tobago, established a new tone in inter American relations. The countries of the Hemisphere, the OAS and the other international institutions of the Joint Summit Working Group (JSWG), as well as the social actors participating in the Summits process, are now faced with the crucial task of moving forward with the implementation of the commitments made by our elected leaders in the
Declaration of Commitment of Port of Spain.

Summits Chairmanship Transferred to Colombia

The formal transfer of the chairmanship of the Summits of the Americas Process, on September 21, 2009, was marked by the passing of the statue “Inukshuk”, by the Minister of Foreign Affairs of the Republic of Trinidad and Tobago, the Honourable Paula Gopee-Scoon, to the Minister of Foreign Affairs of the Republic of Colombia, His Excellency Jaime Bermudez Merizalde. This statue, a landmark that was created by the Inuit peoples of North America, was described by Minister Gopee-Scoon as “a symbol of guidance, cooperation and the unity of our peoples”.

On the occasion of the transfer of the Chairmanship of the Summits Process to the Republic of Colombia, Ambassador Luis Alfonso Hoyos, participated in an interview, conducted in coordination with the OAS Radio on September 25, 2009, in Washington, D.C.
Ambassador Hoyos talks about the transfer of the Chairmanship of the Summits of the Americas Process from Trinidad and Tobago to Colombia; the participation of the diverse actors involved in the Summits Process; the inauguration of Colombia’s Chairmanship to the OAS Permanent Council; the "Week of Peace” as well as the recent diplomatic approach between the Governments of Ecuador and Colombia.

The Summits of the Americas Secretariat of the Organization of American States (OAS) presented an initial proposal for a Summits of the Americas Follow-up System on Mandates during a Ministerial SIRG which convened in the context of the 39th General Assembly held in Honduras in June 2009. The proposal included a comprehensive analysis of the Summits process and an overview of the mandates emanating from this process, which began in 1994. The follow-up system offers the Member States a variety of useful tools in order to promote, support, and strengthen the inter-American agenda, and seeks to facilitate the implementation of the commitments reached in the Summits by Member States.

Acting on the call issued at the Fifth Summit of the Americas, by the Hemisphere’s Heads of State and Government, to establish a network for the exchange of information on policies, experiences, programs and best practices in social protection, on September 22 the Organization of American States (OAS) hosted the launch of the Inter-American Social Protection Network (IASPN) in New York City.

An effective tool being expanded for broader participation

The SVP proved to be an effective tool to promote wider participation from social actors in the preparatory process for the Fifth Summit. Considering the achievements and the interest manifested by its participants during its initial phase, the Summits of the Americas Secretariat (SAS) is currently developing a new and enhanced version of the platform after careful consideration of the recommendations put forth by the various Summit’s stakeholders.

• SIRG meet at 39th OAS General Assembly June 3, 2009 San Pedro Sula, Honduras
On June 3, 2009, the Summit Implementation Review Group (SIRG) convened for its first meeting at the Ministerial Level of 2009 in San Pedro Sula, Honduras, in the framework of the 39th OAS General Assembly, after the conclusion of the 5th Summit of the Americas held in Port of Spain, Trinidad and Tobago on April 17-19 of this year.

• YABT/WB Development Marketplace initiative
The Development Marketplace (DM) 2010 Grant Competition for Latin America and the Caribbean is an initiative that follows up on the Youth Declaration of Port of Spain, adopted at the Youth Forum of the Americas within the framework of the Fifth Summit of the Americas (Trinidad & Tobago. April, 2009). DM, which has extended its deadline for submission of projects to October 16th, is a competitive grant program administered by the World Bank, the YABT, and supported by various Partners. It identifies and funds innovative, early-stage projects with high potential for development impact by helping young entrepreneurs in their businesses endeavors, creating employment and assisting vulnerable groups in Latin America and the Caribbean.
