It can be said, without a doubt, that the Fifth Summit exceeded expectations, in large measure due to the positive spirit which prevailed and a genuine tone of goodwill and mutual respect among the Presidents and Prime Ministers who participated, as well as the active participation of social actors in the numerous fora held prior to the Summit.

The Fifth Summit of the Americas aimed at setting a new tone to hemispheric relations and establishing a new rapport for developing cooperative multilateral initiatives.
Addressed within the framework of the current financial and economic crisis, the theme of human prosperity engendered substantial consensus among the leaders for the allocation of additional financial resources to international financial institutions, particularly the Inter-American Development Bank (IDB), and the need for increased development financing.

The twelve institutional partners of the Joint Summit Working Group (JSWG) provided key support to the Fifth Summit of the Americas through their active participation in the numerous events leading up to and during last month’s historic meeting of the hemisphere’s Heads of State in Port of Spain, Trinidad & Tobago. Many of the institutions were called upon to play important roles in providing expertise and facilitating dialogue among civil society, youth, the private sector, and workers, among other stakeholders, at the various fora held in the days prior to the Summit.

The Ministry of Foreign Affairs of the Government of the Republic of Trinidad and Tobago carried out a dialogue between representatives from different social sectors with Ministers of Foreign Affairs and Heads of Delegations from the 34 OAS Member States. The dialogue was presided by the Minister of Foreign Affairs of Trinidad and Tobago, Paula Gopee-Scoon, and the OAS Secretary General, José Miguel Insulza.
The purpose of this meeting was to provide recommendations and encourage discussion on the Fifth Summit theme “Securing Our Citizens’ Future by Promoting Human Prosperity, Energy Security and Environmental Sustainability,” the draft Declaration of Commitment of Port of Spain, and the principal topics of the inter-American agenda.

“Social Innovation and Implementation: Citizens in Motion”

Over two hundred representatives of civil society organizations from throughout the hemisphere gathered aboard the Carnival Victory cruise ship, harbored in Port of Spain, Trinidad and Tobago, to participate in the Civil Society Forum “Social Innovation and Implementation: Citizens in Motion.” The Forum, organized by the Government of Trinidad and Tobago in association with other partners, was held on April 15-16, 2009, immediately prior to the opening of the Fifth Summit of the Americas.

Seven students from different countries throughout the Americas had their essays selected from among 55 competitors participating in the “Summit of the Americas Third Essay Contest”. The students were awarded an air ticket to travel to Trinidad and Tobago, to attend the Fifth Summit of the Americas and participate in the Young Americas Forum, organized by the Young Americas Business Trust (YABT), on April 15-16, 2009.

• Workers’ Forum of the Americas April 15-16, 2009 Port of Spain, Trinidad and Tobago
This forum was organized by the Trade Union Confederation of the Americas (TUCA) with the participation of more than 500 workers’ representatives and with the objective of enhancing the capacity of the labor movement in the Americas to respond to the global crisis.

• Youth Forum of the Americas April 15-16, 2009 Port of Spain, Trinidad and Tobago
This Forum, attended by more than 400 young entrepreneurs and youth leaders from the Americas, created a platform for young people from all across the Americas to deliver their recommendations to the Hemisphere's Heads of State and Government, meeting in Trinidad and Tobago. At the crux of the forum was the recognition that the current economic crisis affects young people and requires an urgent and concerted action among governments, private sector and civil society.

• Colloquium on "Inter-American Cooperation at a Crossroads” April 15-16, 2009 Port of Spain, Trinidad and Tobago
A two day conference on the future of inter-American relations was held to assess the state of regionalism in the hemisphere 15 years after the First Summit of the Americas took place in Miami, in 1994. The Colloquium was held within the context of the Fifth Summit of the Americas, and was co-organized by the Institute of International Relations (IIR) of UWI, the Center for International Governance Innovation (CIGI) of Waterloo, Canada, and the Inter-American Studies Center (CEI) of Laval University.

In a Final Statement adopted at the end of the Special Parliamentary Dialogue, parliamentarians of the Americas called for an increased parliamentary participation in the Summits Process as a means to ensure accountability and transparency.

• Trust for the Americas flagship POETA Program April 16, 2009 Port of Spain, Trinidad and Tobago
Dignitaries participating in the Fifth Summit of the Americas attended a dinner hosted by the Trust for the Americas, a non-profit affiliate of the OAS. The dinner highlighted the Trust's flagship POETA Program (Partnership in Opportunities for Employment through Technology in the Americas) which provides economic opportunities for youth in Latin America and the Caribbean.
